Hi,
Right after upgrade to 10.0.0, global planing was empty.
We managed to resolve display problem by changing $paramDbCollation paramaeter in parameters.php file
replace $paramDbCollation='utf8_general_ci';
by
$paramDbCollation='utf8mb4_general_ci';
Hope it helps
