Hello,
I don't know how configurate access to the check box "private" in action view.
As Admin, I have access to this check box but Project Manager no...

Hi,
There is no "standard" restriction.
Maybe you used "Screen Customization" plugin ?

So maybe your manager user is not a resource : only resources can have private actions.
