Hello,
I'm interested to know what is the utilisation of the field "under construction" that appear on the main screen of Project.

It is a flag to indicate that project is not operational yet.
Project Leader is just "building" the project...
Effects are :
- in V5.4 : emails are not sent for projects "under construction"
- in V5.5 : projects "under construction" are not displayed in "real work allocation" screen
