What is the hardware configuration required to implement ProjeQtor within a company that manages 400 projects and 3000 activities at a time.

No need for very high level server.
Something with 4CPU, 8GB RAM (Good PC) will give you good performance.
What you must take care of, if configuration for client if you want to display many projects at a time.
ProjeQtOR is web based application and display of Gantt of hundreds of lines in a browser may be much CPU and Memory consuming for your workstation. Think about using good performance browser (Chrome is my best choice)
