You can chose what you want. Projeqtor never says what is better or worst. All those solutions prove the richness of the tool . As for myself i prefer ACTIONS because this feature was made for it
In addition to Alain's answer, almost all in projeqtor is linked to a project.
And it seems normal to me as it is a project management tool.
If you need to create global items, just creatge a global project for this.
