Je voudrais savoir si il est possible de modifier une colonne dans les état afin d'avoir un résulta négatif quand il y a dépassement du cout ou du nombres d'heure.

Non, et tout dépend de ce que vous cherchez à représenter :
=> Validé - Assigné => Marge commerciale
=> Planifié - Assigné = Réel + Reste - Assigné => Marge opérationelle
=> Planifié - Validé = Réel + Reste - Validé => Marge globale
Le fichier à modifier est /report/costPlan.php

No, there is not. It must be a calculated value depending on what you want to represent:
=> Validated - Assigned => Commercial margin
=> Planned - Assigned = Real + Left - Assigned => Operational margin
=> Planned - Validated = Real + Left - Validated => Global margin
