I would like
each resources enter their time spent
each resources enter progress data as a projet for example
do the planning mode "fixed term" allow this mehod ?

No, ProjeQtOr is effort driven.
It is mandatory for capacity planning.
So progress is automatically calculated from real work, whatever the planning mode.
