Hello,
It was possible in version V7.X to add notes in activity Stream on closed elements (example : Tickets, Projects, activities) but no longer possible on the version V8.X et V9.0.3.
it is an option to be implemented ?

In fact it is not a normal process to add notes on closed item.
As notes could not be added through notes table, they should not be added through Activity Stream.
So it was disabled, like it was disabled for readonly items.
We planned an evolution to allow inserting notes on readonly items (including closed), parameters per profile. Ticket #4570
