I have the same request and, I don't receive notification by email when the due date approche.
It will be good to have this sort of notification by email because, some resource are not connected all the time and, if they can receive an email, they can check ProjeQtOr to update activity/action.....

Be sure to define the repeat parameters

Also be sure that sended email is the email of the receipient : if so, if user checks "don't receive own mails" he will not receive it.
Also check if you activate mail grouping : then Cron must be running
