I guess you are using a "too old" version of PHP.
Check prerequisites : https://www.projeqtor.org/en/product-en/technical-en/64-setup-en/412-product-prerequisites-en
Projeqtor V10.4 requires at least PHP 7.0 to work.
Upgrate to PHP 7.0 or over, or try an older version of projeqtor.
