Is a technical background required for using this software or knowledge of any language?
I am not from a technical background and wanted to use ProjeQtOr.

No, you don't need any technical knowledge to use projeqtor.
Possibly some basis will be required to install it : it's not a desktop application but a web based application. But nothing wierd, just install WAMP (or equivalent).
