I am trying to load projects under Environmental Parameters - Allocation to projects and I get that there is a network problem repeadetly and yet other functions work fine. So this means it can't be a network issue

How do I get the error report. I am logged in as administrator but don't know where to locate the file

Screen administration, on bottom right you'll have access at daily logs

No error on log file.
Please search for errors in brower console : open broser console with [F12] and play use case.
Error should be visible in red.

I have also noted that all functions for creating new projects, actions, plans are all frozen and don't work. Please assist

Errors is 404 (page not found) to get objectDetail.php (one of the most used pages)

Your server has issues.
It may be not stable.
Check your apache log files

All depends on your OS.
On Linux/debian you should find it at /var/logs/apache/errors.log

I am using Windows 10 64bits OS, where can i find it on this OS?

You must have installed a WAMP stack (WAMP Server or Easy PHP or else).
Open the console of this tool and search for Apache logs.
For instance on WAMP Server :
- click on WAMP icon on task bar
- move mouse over "Apache" line (a sub-menu opens)
- select "Apache error log"
