the call for tender functionality must be entered manually. Either you give access to your suppliers so that they can enter the information themselves, or you enter the call for tender yourself after receiving the quote. No automatic import from scan and this functionality is absolutely not provided in the application.

To obtain the steps for acces rights, I advise you to take a look at the application manual. ditto to know how calls for tender work

Still it is not clear that how can i provide access to suppliers in way so that each supplier can submit only his submission to tender. They can not see each others submissions

Create a profile for your suppliers or allow them only to see the tender screen. In the project-dependent access modes, put the creator but with restricted reading rights: "his own elements". This way, he will only have access to the tenders, will be able to create them but will not be able to read other calls except his own
