I'm project manager , I created and planned some activities , but the screen RWA is empty!

Possibly indicator "under construction" is checked on your projects.
You may not enter real work for projects that are still "under constrcution".

The project status was not 'in progress'
After moving it to'in progress' I can assign time in RWA

The problem was your project was under construction.
When you have changed its status to 'in progress', automatically the project can no longer be under construction.
