Hi,
Is it normal that a resource assigned at top project can not be responsible for a sub-project ?

Yes,
Only resources affected to a project can be assigned to its activities.
When affected to a project a resource only get the visibility to sub-project items. The resource is not auto-affected to the sub-projects.
