Yes you can, but there is no documentation (yet) to help.
We're working on technical document to explain how to develop with ProjeQtOr. It will be privided in our shop like a plugin (not for free)

No real progress on that subject yet.
Very busy on V7.0 then on V7.1, and anwsering requests on the forum 😉

No, still no progress on this subject.
We concentrate on new versions and have improved user manual, but not progresses on technical guide.
