Maybe password is not set to defaut value.
Use button to define password as default and save.

NB : you can select in global parameters whether you wish to initialize password on user creation.

i've tried to push that button but it still can't let the other user beside admin to login

After pushing the button, you also need to save changes for user.

it's work when i set the password to not default, and then push the reset button in users page it worked..

i don't know why it is not worked before..

This answser was written is 2015.
New, there is no default password anymore.
When Admin resets a password a new password is calculated each time.
So Admin needs to copy it (it is displayed) to keep a trace, or use button to send mail with new password to the user.
This is a temporary password that will need to be changed at first connection.
