I need your help on filling timesheet, can my all resources fill their timesheet for misc. activities, which are not connected to any recorded Projects in projeQtOr.
I mean, is it possible to create activities without creating project or please guide me a way to organize my purpose.

The activities are necessarily linked to a project. In fact, apart from the environmental parameters, all the elements related to the management of a project are necessarily linked to a project. Hence the fact that ProjeQtOr is a project organizer. 
So no, nothing outside the projects, but nothing prevents your resources from charging to several activities of several projects if they are allocated to them!
