Yes he is not allocated automaticaly on parent project. you have to do it . On the other way from parent to sub project is automaticaly.

The behavior is like expected.
If you have project P1, with sub-project P1.1, you can allocate user/resource to P1.1 only.
Then user sees items of P1.1 only, as if P1 does not exist.
Pleas post screenshots of your settings (project structure, allocation)
