No, for sure, you don't nee "manager +" right to copy a project.
Default access rights allow project leader to copy any template.
Maybe it should be so but (at least within my configuration) it is so: when setting right "Access to data (project dependant)" => "Projects" => "Project Leader" to "Manager+" I'm able to copy normal projects and template projects. Changing it to "Manager" (without +) leads to an error message because of missing right when trying to copy project and I'm no longer able to copy projects (neither template nor normal projects)...
You may try on demo.
Yes, I'm able to copy projects within your demo but I'm not able to check according access rights...
You may try to install new instance (for instance on your laptop) to be able to compare defaut "standard" configuration (that is used on demo)
So, I created a complete new installation and a newly created project leader was not able to copy projects. Only when setting project leaders rights for projects to "manager+" I was able to copy projects. So again, in my opinion "Manager+" is actually necessary for copying objects...

I just tested to be sure :
- new installation on V9.5.3, with all default parameters, modules, ...
- connect as admin
- create new template projet with 2 activities
- create new user with Project Leader profile
- disconnect / connect with the Project Leader user
- copy Template Project to new one and .. it is blocked
So you're right. Access right message blocks the copy.
Then I tested again on my Dev environment : It works fine.
Finaly, I tried to generate beta V9.5.4, and migrate the new environment to V9.5.4.beta.
Trie again to copy Template project with Project Leader user : and then it works !
So I'm also right : it works on dev environment.
In fact it seems to be an issue we already fixed, and that will be deployed on V9.5.4 !
