Is it the latest version of pChart?

No.
It is 1.27d.
V2.0 was not so stable at the beginning of devs.
Now, there is not reliable upwards compatibility, so migration to V2.0 would be a great work.
Also, V2.0 brought new licensing mode, less open.
And to finish, V1.27d does the job quite good !
