I would recommend a new functionality of being able to group Projects under Programs (Projects that are interrelated and complementary) with all associated features (ie meetings for Programs, Budget, Cost, Resources for Programs and so on...)

Easy !
Create new Project Type = Program.
You can then create Programs through the project screen, and group your projects under programs.
Data of projects are then consolidated on the program (work, costs, dates, ...)
