What about making a link between users/Ressources and/or Contact and Organization.
Almost like team, an user can be linked to and organization, so it will be easiest to retrieve them in large organization...

Resources are already linked to Organization.
Users may not be lined to an Organization if they are not Resource.
Contacts may not be linked to Organization (which is internal structure) as they are already linked to Customer or Supplier (which are external strucutres)
NB : if you really need to link contacts to organization, you can user Screen Customization plugin to add field idOrganization
