I'm not sure that is an issue on the 2.2.0 or a wish from you...
My team is resources shared with several project, I have created a default project as a top of all project and the team member are affected to this top of project.
The projects managers are affected only for his project.
When the project manager want to add an approver to a document he see only project members resources not all resources then he can't add approver.
An other think, you have made the choice to add only resource as an document approver, but I think in most of company the approver could be dept. manager, quality manager... then in general not considered as resources in project.

If the Project Manager has visibility to Resource screen, then he gets a "search" button by the list. Just click to get a wider list of Resources.

An approver can be a resource or a contact. at least he must be a user to connect to the tool and approve the document.

Ok for my first, with access to Resource by the project manager the approver can be all team, great 🙂

I see only the resource in the list, all users there are contact only missing.

Unlike Resources, Contacts must be assigned to the project to be approver.
