I upgraded to the latest release.
The popup layout (as shown in the attached picture) doesn't show any icons. Is this a possible bug?

Possibly.
Facing any GUI issue just after upgrading, try and clean browser cache.
We try some tricks to force cache reload, but this may not work on all browsers, and behavior of browser may change along their versions.
