If I select a topic (activity, projects, tickets etc.) i can select "Bulk edit".
This is possible until in any field of an item is changed something. After that the "Bulk edit" remains grayed out until another topic is selected and switched back.
It doesn't matter if changes are undone or the item is saved.

I am not reproducing your entire case.
When I save something else (even without change) or when i click on the section again, I do see the ‘bulk edit’ button valid.
I am logging a ticket for: ticket# 10597
1/ I change something in my element
2/ I go back with this button
3/ I do not save
4/ I see that ‘bulk edit’ is greyed out
Please feel free to describe your cases in more detail and let me know if you have any log or console log errors.

You can reproduce it with the following steps in the Demo:
Go to activity
Edit the activity 1) and the "Bulk edit" will gray out and will remain gray after you undo the activity change 2)
As written the "Bulk edit" remains disabled until you push the button to refresh the activity list (thank you for the hint)
