If the activity stream of a user is disabled and the user logs out and then in again, the activity stream icon is as its last setting (disabled and can be enabled on click) but the activity stream is shown.
To disable the activity stream again it needs to be clicked twice on the activity stream symbol (first, enable, second disable)
The screenshot is taken from a random selected ticket in the roadmap (the issue is general, not only on ticket)

I can confirm that system works as expected.
You can show/hide activity stream globally (the way you show it)
You can also show/hide the activity stream on a dedicated screen, whatever the global selection.
So that you can hide it globally and show it only for tickets.
Selection is preserved after disconnection/reconnection.

It's ok for me, but from a user ergonomic perspective it's confusing, that the user has to re-trigger "his" setting always after login, when on the other hand the split screen or tab/column setting which are just next to that one remain...
