Dear Sir,
When i am going to email "call for tenders" there is no option to attach files. please check screenshot.

What version are you working on? On the latest stable version it works fine.
Do you have any errors in the logs?

We are using version V11.3.1. No error is there in log file

First migrate to V11.3.2, latest stable
Then check your call for tender : if you don't have attached files, files attachemnt won't be propose for email sending
