I'm almost sure planning reacts as expected.

But, to be sure, there are several constraints :
- you must re-calculate planning each time.
- this will correctly work for "as soon as possible tasks" only if some work is assigned (left work must exist)
- if task 2 has some real work, then it begins at find real work day, no matter the constraints (as it is some reallity, it overrides all planning constraints)

Can you check if you're on one of thoose cases ?

Looking like it work if we are using days but it will create a mess if we are using hours in work assignment on recalculate

What is the lenght of overflow ?
Only one day or more ?

One day overflow can be normal : planning is correct and first task ends on one day, second starts the same day, just after.
Is this this case or do you face more complex issue ?

It much more than one

It is unpredictable. In some cases (projects) assigning work left hours will work OK but in some it still will create a mess...
It will be good to have an export available to send you some of this projects to look at

Do you mean export into MSProject XML?

I mean an export of the database, if your data is not confidential.
Or maybe just print screens.

database is not possible - there are a lot of projects already, screen shots will not give you enough information i believe
