After filling in the config form and clicking "OK" the screen just sits there. No error messages post on screen.

The last error was an easy fix - just copied the "en" directory and named it "en-us", but the rest are where I am stuck.
Is there perhaps a missing or misplaced include in the ../tool/config.php script?
Not sure how much of this is the issue or just "an" issue, but...
1) I was trying to run this as a subdirectory of web root. I am going to try with the contents of the projecqtor directory at web root. I believe there are things trying to happen that expect paths beginning at web root not at /projeqtor.
2) I had selinux enabled. I don't think the permissions were all properly set. selinux is it's own creature and if you don't understand how it works you shouldn't try... Will try again with selinux policies disabled (and contents of projeqtor at web root)
It appears to have been a combination of the two.
So, it should be noted a) to make sure to put the contents of the projeqtor directory at web root and b) do not use selinux unless you know how to fix the permissions.
I now have the admin login issue noted in the other 4.0.0 topic, though.

1) No, you don't have to put content of the projeqtor directory at the web root.
This would limit to 1 only instance on a server.
I have several instances on same server : for instance, Demo and Track are on the same server, under subdirectories of web root.
2) Of course do not use selinux (or any other security tools) without knowing how it works.
To run any PHP web application, the user running PHP must at least have read rights to all the files in all the sub-directories.
During configuration, some write rights must also be set into /tool directory (to write parametersLocation.php file) and to the directory where you set parameters.php file.
And of cours, PH user must have write rights to directories used to store files :
- log file directory
- reports directory
- attachments directory
- documents directory
- cron directory
- import directory
- and /files/thumbs
3) the missing /tool/i18n/nls/en-us error is stange : is should not be needed as i18n is not directly base on browser locale (that can be en-us), but based on specific variable from user parameter.
