I found that the planning reports do not display all resources planning info, and seems to only display resources with allocation. This is inconvenient for viewing the availability and planning for an entire organization or team. I suppose all resource members should be displayed (with or without work allocation), right? By displaying all resource memebers, even without work allocation should display FTE=1 and work planned =0 or availability = 1 etc. according the planning report topic and any filters applied, this can enable organization/team manager to identify the work allocation situation for the entire organization/team. For example, for the resources without work allocation, managers can identify and plan work for those resources for better resource planning and capacity management.
For your reference in the Demo ProjeQtOr server, I created testuser1 and printed sample planning reports as attached. You can see that the testuser1 is not shown in the planning reports.

No, it is a report that shows planned work for resources, so only resource with planned work appear.
Reports for avaialbility show all resources, but not planning reports.

By "Reports for avaialbility", do you mean the reports marked in red rectangle below? These two reports do not show all resources availability. I attached the reports PDF generated in the Demo ProjeQtOr for your easy reference which the resource testuser1 is not shown.

in fact these reports are designed to show only resources allocated to the projects you can manage.
So resource that is not allocated to any project is not displayed.

In that case, suggest to add the function to displaying all resource members (e.g. add a option to select display resource with plan or display all resources), even without work allocation should display FTE=1 and work planned =0 or availability = 1 etc. according the planning report topic and any filters applied, this can enable organization/team manager to identify the work allocation and resource availability situation for the entire organization/team. I also suggest to include the organization and team column to the report for easy identification of the resource belong organization/team.
For example, for the resources without work allocation or when there is new project, managers can identify and plan work for those resources for better resource planning and capacity management.
