Function is not defined on User, but on Resource

What is the correct process for creating a user/resource?

First create the user then declare it as a resource ?
But I have a error message : the 'main function' field is mandatory

I must be missing something...

I don't have this error, when User is checked is resource, save is correct, then function is displayed and I see it is set to defautl vqlue (first in the list) and I can change it.
If you are blocked you can create the resource and check "is a user".
