Resource with profile "Project member" can view timesheet for all other resources though it has not given to access right for view other resource's timesheet.
Please refer attachment and guide me if any parameter to be checked yet.

You sure have changed something on acces rights.
Default configuration does not give that right.
To be sure, connect as "member" on demo : you can have access to your own timesheet, not to others'

check the projects to which you are allocated, you probably have a higher profile than the one assigned to you by default. This unlocks rights to resource visibility.
