i'm trying to set state when activity is assign.
I change global parameter "Status change on assignment" to YES.
I use following status :
I want to assign activty in "accepté" status :
But, when using "Assign to me" (the same if i choose resource from combobox and save activity), i get no change on status :

So, the global parameter "change status on assignment" is done on... drum roll! an assignment! 
There you inform the person responsible for an element.
Try to assign a resource on your activity and the status will automatically change to the one that will mark the first, "assigned status"
In your case (screenshot attached), this will be the assigned status.

With parameter "auto assign responsible to activity", it works :
- setting responsable lead to make an assignment for responsable
- auto setting of assignment lead to set status to "assigned".

Strange, in test for another activity and auto assignment doesn't work anymore...
First, activity is set to "Accepté" according to the workflow.
Second, i set responsable :
Note that there is no assignment, even with global parameter "auto assign responsible to activity" set to "yes" :
And i can reproduce good behaviour only with new activity (not with one where assignment where deleted).
I find the issue : for planning mode "fixed duration", there is no auto assignment, so status can't change !
Is it possible that, for fixed duration, status can be change even if there is no assignment ? I understand that there is no assignment because there is no work element for fixed duration and manual advancement set, but it leads to no intuitive behaviour for users.

Exactly : assignment is not created for "fix duration" (and "Constrained duration" and "Duration driven") because this planning mode does not expect to have work.
If we create an assignement for fix duration, the Manual Progress will not work any more, as for manual progress activity may have responsible but cannot have assignment.
Optionnaly, we could created assignement for fix duration if global parameter for Manual Progress is set to No
