No, Team is not assigned to a Project Leader.

But what you expect is provided through affectation to Projects.
Project Leaders can access resource allocations of ressource affected to the projects they also are affected to.

I saw that Project Leaders are able to assigned resources to tasks, projects etc...

What I am trying to do is, instead to display all resources to each Projects Leaders (can be a long unfriendly list)
To display only resources from a specific Team managed by a specific Project Leader.

But as far I saw the Team functionality is quite limited. It is not a big deal anyway.

It's possible to assigne a team for a project :
In team screen, you select a team and you click on button "assign team with project".
