i have an accounting department with manager and team.
if a ticket was created for another specific project for a team member of accounting department , the manager of accounting department doesn't see this ticket .
the manager should see all ticket on his project but also on his team

Abolutely not. He should only see tickets of projects he takes part.

There is no. There is no access rightrs based on team. All access rights are defined at project level.
