Have you the right access for "create a new item" ?
if you have right access, have you an issue in files log ?

I've an administrator profile.
No issue in the log file, just the connection trace.
No actin when I click on the button (no menu like "create new project"...).
Issue since upgrade from v8.5.3 to v8.5.4.
I try to reinstall (overwrite) v8.5.4, same problem on both browser.
OS = Ubuntu 18.04

I cannot reproduce on V8.5.4.
Try and clean browser cache.
If issue pesists, look for error in browser console and post errors here.

I've clear the browser cache. Same problem.

Issue confirmed.
It occurs only on specific use case : when you select "planning" as first screen and directly add item without any navigation.
Try and change screen and then try again : all will work fine.

Issue recorded as ticket #4843

Exact. Just change the view and return on planning view activate the new item button.
