Are you sure you have something to Export ?
Only real work entered is exported, so no entry menas no export...

Here is the export for

Period = Selected months
resource = selected resource

Here is the export for

Period = Selected week
resource = selected resource

If it can help you in your search, while writing this post, out of the blue, i ran an export for select weeks/selected user and it work 1 time.

So since i started this post, i may have tried about lets say, 25 time, i had only i time the export gave me results. i can't realy figure out why.

OK, I found use case to reproduce :

Use case to reproduce : 
 - open timesheet
 - open timesheet
 - export for "selected resource", "selected week" => OK export is correct
 - change resource in timesheet
 - change again resource to get back to previous one
 - export for "selected resource", "selected week" => KO export is empty
