Why some project have validated work available, and other not ! How I can unlock validated work ?

Deault consolidation for Validated work is "consolidate if set".
This means that if project as sub-items with validated work, then its value is calcuated (consolidated) from sub-items, and so cannot be changed.
But if sub-items have no validated work (or no sub-item exists) validated work can be manually input.
