It could set a real mess in WBS structure display.

ProjeQtOr (and as long as I know all PM tools) is not designed to filter on Gantt charts to provide such a view, for several projects in one time.
But projeqtor may provide a workaround : add a fake resource on each "foundation" activity, and look at "Gantt Resource" planning. I'm not sure it will give the overview you expect, but it's the best I can think as of today.
